AP Teachers Rationalization Norms 2025 – GO 21 Explained | Staff Pattern & Guidelines. The Andhra Pradesh School Education Department has released G.O. Ms. No. 21 dated 13-05-2025, outlining comprehensive rationalization norms for teachers across the state. The document provides updated teacher allocation standards, considering student strength, subject requirements, and infrastructure availability from classes I to X.

The rationalization norms are rooted in the Right to Education Act, 2009, which mandates specific teacher-student ratios to ensure quality education. G.O. 21 addresses the adverse impacts of previous school restructuring efforts (2022–2024), which led to a shift of students to private schools and increased teacher workloads. The government has now restructured schools into nine categories, including Satellite Foundational Schools (PP1 & PP2), Basic Primary Schools (PP1, PP2, Classes 1–5), Model Primary Schools, Upper Primary Schools, and High Schools (up to Class 12), to improve accessibility and learning outcomes.
